He previously served as a member of the California Senate from 1982 to 1993. He was reelected to his seat in 2016, having spent over $3.5 million on his campaign. On January 8, 2018, Royce announced that he would retire from Congress at the end of his term and not run for reelection in 2018. In September 2020, Royce became a lobbyist at the law firm Brownstein Hyatt Farber Schreck.
