Jacob Le Roy Milligan (born March 9, 1889) was a Democratic member of the United States House of Representatives from Missouri. Serving as a representative for Missouri from May 19, 1919, to January 3, 1935, he held office for a total of seven terms. During his congressional career, he represented Missouri on an at-large basis rather than from a numbered congressional district.

Milligan’s tenure in Congress spanned a significant period in early twentieth-century American politics, covering the years immediately following World War I through the early years of the New Deal era.
