David B. Haley, born on October 29, 1958, is a Democratic member of the Kansas Senate, representing the 4th district since 2001. Prior to his tenure in the Senate, from 1995 to 2001, he served as a Kansas Representative. He also ran unsuccessfully for Kansas Secretary of State in 2002 and 2006.

Haley was born and raised in Kansas City, Kansas. He pursued his education at Morehouse College and later earned a law degree from Howard University. In addition to his political career, Haley has worked as an Assistant District Attorney with Wyandotte County.

Throughout his political career, Haley has been known for his stance on various issues. He is fiscally conservative and advocates for stronger penalties for animal cruelty and campaign finance reform. He has also proposed legislation related to crime and punishment, requiring a paper trail for electronic voting, proposing the President be elected by popular vote, and a bill to abolish the death penalty.

In addition to his legislative duties, Haley has served on numerous committees. He has been a member of the Kansas Sentencing Commission and has served on legislative committees such as Judiciary, Public Health and Welfare, Joint Committee on Children’s Issues, Joint Committee on Corrections and Juvenile Justice Oversight, Joint Committee on Health Policy Oversight, and Joint Committee on State-Tribal Relations.
