Patrick Penn is an American politician who is currently serving as a member of the Kansas House of Representatives from the 85th district. He was elected in November 2020 and assumed office on January 11, 2021.

Penn was raised in the foster care system. After graduating from high school, he joined the United States Army, where he was deployed to Iraq and Afghanistan. He reached the rank of captain during his service in the Army. While in the Army, Penn earned a Bachelor of Science degree in Sociology/Criminology from Colorado State University and a Master of Science in Applied Information Technology from the Volgenau School of Engineering of George Mason University.

After his military service, Penn worked for Textron Aviation Defense before entering politics. He lives in Wichita, Kansas with his spouse, Talia Penn, and their four children.

In the 2022 general election, Penn ran for re-election to the Kansas House of Representatives to represent District 85 and won. His current term ends on January 13, 2025.

During the 2021 legislative session, Penn served on the House Committees for Federal and State Affairs, K-12 Education Budget, and Children and Seniors. In the 2023-2024 session, he was assigned to the Commerce, Labor and Economic Development Committee, Energy, Utilities, and Telecommunications Committee, Insurance Committee, and the Legislative Modernization Administrative Rules and Regulations Committee.

Penn’s district, the 85th House District, straddles Sedgwick and Butler counties, and includes the town of Benton and parts of Wichita, Kechi, and Bel Aire. He is described as a Christian Conservative.
