Richard L. Billinger born December 16, 1951, a member of the Republican Party, is an American politician serving as a member of the Kansas Senate for the 40th district. He assumed office on January 9, 2017.

Early Life and Education:

Rick Billinger was born on December 16, 1951, in Quinter, Kansas, U.S. He served in the United States Army. After his service, he pursued his education at Fort Hays State University, graduating in 1975.

Career:

Rick Billinger is a successful farmer and businessman. He is the owner and operator of Nationwide Homes and Billinger Farms, which he founded over 30 years ago in Western Kansas. He has also served as the Mayor of Goodland.

Political Career:

Rick Billinger’s political career began in the Kansas House of Representatives, where he represented the 121st district. He was later redistricted and ran for the 120th district in 2012. Although he lost his primary to Ward Cassidy, he won the 120th district in 2014.

In 2017, Rick Billinger assumed office as a member of the Kansas Senate for the 40th district, succeeding Ralph Ostmeyer. The senate district covers the entirety of Cheyenne, Decatur, Ellis, Gove, Graham, Logan, Norton, Rawlins, Sheridan, Sherman, Thomas, Trego, and Wallace Counties and also part of Phillips County.

Rick Billinger ran for re-election to the Kansas State Senate to represent District 40 and won in the general election on November 3, 2020. His current term ends on January 13, 2025.
