Multibillion-Dollar Budget Management: As Undersecretary, he oversaw an annual budget of $10 billion in Puerto Rico’s two largest agencies: the Department of Education and the Department of Transportation and Public Works (DTOP). Workforce Management: Responsible for supervising a workforce of 56,000 employees at the Department of Education, Puerto Rico’s largest public agency. Municipal Alliances: Established agreements with all 78 municipalities of Puerto Rico to distribute a $200 million budget through DTOP, fostering intergovernmental collaboration.
