About Senator José Dalmau Santiago - Democratic Representative of Puerto Rico
José Luis Dalmau Santiago was born in Caguas on September 19, 1966. Son of José Luis Dalmau Rodríguez and Diana Iris Santiago Casanova. He completed his primary and secondary studies at Colegio Notre Dame in Caguas, where he graduated in 1984. He later entered the University of Puerto Rico, Río Piedras Campus, where he obtained his Bachelor’s Degree in Natural Sciences with a concentration in Biology. During his time at the University, he stood out as President of the Natural Sciences Student Council in 1989 and Vice President of the Microbiology Student Chapter in 1990. He was a member of the Board of Trustees of the Eugenio María de Hostos School of Law from 1995-97, as well as a founder and member of the Student Government Board of the National Association of Law Students. Additionally, he was part of the Curriculum, Admissions, and Regulations Committee of said Faculty, and founded the first National Convention of Law Students in 1997. He later continued his studies at the Eugenio María de Hostos School of Law in Mayagüez, where he obtained his Juris Doctor degree in 1997. He is married to Margie Rosario Lugo and has two children, José Luis and José Juan. In 2000, he was elected Senator for the District of Humacao, and in that same year, his colleagues selected him as Majority Leader in the Senate. During the 2001-2004 term, he chaired the Rules and Calendar Committee, the Housing Committee, and the Legislative Reform Committee. In 2004, he was re-elected as District Senator and again designated as Spokesperson for the Popular Democratic Party (PPD) delegation. During the 2008-2012 term, he was Senator at Large and again PPD Spokesperson in the Senate. His leadership was recognized by his colleagues, who elected him PPD spokesperson for three consecutive terms. In the 2013-2016 term, he was re-elected as Senator for the District of Humacao and his colleagues appointed him Vice President of the Senate and Chairman of the Health and Nutrition Committee. In 2016, he was re-elected senator for his District and elected Alternate Spokesperson for the PPD in the Senate. In that same Legislature, he chaired the Veteran Affairs Committee and was an ex officio member of all Standing Committees of the Senate. In November 2020, he was re-elected Senator at Large and his colleagues elected him President of the Senate, a position in which he chaired the Appointments, Judiciary, and Economic Development Committees. In November 2024, he was once again re-elected as Senator at Large. Throughout his legislative career, Dalmau Santiago has succeeded in having seven different governors approve more than one hundred laws related to key areas such as: housing, health, education, infrastructure, and law.
