About Senator Roberto Rivera Ruiz De Porras - Democratic Representative of Puerto Rico
Roberto Rivera Ruiz de Porras was born in Ponce on October 28, 1950, the son of Asela Ruiz de Porras and Julio Rivera. He is the only son among three children. He completed his elementary and secondary education at Colegio San Juan Bosco in the Península de Cantera, and pursued higher studies at the University of Puerto Rico and Caribbean University College, earning a degree in Business Administration with a concentration in Management. For 29 years, he worked in the local banking sector. He was married for 49 years to María del Carmen Fuentes and is the father of two professional daughters, Marisela and Melisa, and grandfather to Osvaldo, age 19. Driven by a strong sense of commitment to Puerto Rico, he entered politics as a Municipal Legislator in the Autonomous Municipality of Carolina, serving from 1989 to 2000. He then became Representative for District 40 (Carolina and Trujillo Alto) with the Popular Democratic Party, taking office in January 2001. During that term, he served as President of the Committee on Banking, Insurance, and Financial Affairs, and was a member of several other committees. In 2004, following electoral redistribution, he was re-elected to the House of Representatives for District 39. He secured another victory in 2008, serving as Minority Spokesperson on the Committees for Municipal Affairs, Transportation and Infrastructure, and Internal Affairs, while also being a member of the Committees on Treasury, Government, and Labor Relations. After twelve years as a legislator, he ran again in the 2012 general elections, obtaining the highest number of votes for a District Representative. His colleagues elected him Vice President of the Legislative Body, where he served as an ex-officio member of all committees. From September to December 2016, he acted as Interim President, ensuring a transparent transition in compliance with the law. He was re-elected in November 2016, achieving the largest margin of victory within the PPD delegation. He served as Minority Spokesperson on the Committees for Municipal Affairs, the Northeast Region, and Internal Affairs, and was also a member of the Committees on Public Safety, Cooperativism, and Transportation and Infrastructure. In the November 2020 elections, he was once again elected Representative for District 39 (Carolina–Trujillo Alto), serving as Alternate Spokesperson and President of the Majority’s Internal Affairs Committee, while being an ex-officio member of all committees. In the November 2024 elections, he secured his seventh consecutive term as Representative for District 39. He currently serves on the Committees for Internal Affairs and Transportation and Infrastructure. Throughout his tenure, Rivera Ruiz de Porras has demonstrated professionalism, humanity, and dedication to his constituents. He has allocated funds for programs to prevent substance abuse among minors, the construction of police stations, the rehabilitation of recreational facilities, and the renovation of schools in various communities. One of his most significant projects was the rehabilitation of the Roberto Clemente Walker School in Carolina. As a legislator, he has introduced forward-looking measures aimed at protecting families. Among the laws he sponsored are: Law 71-2002, Law 17-2003, Law 316-2003, Law 399-2004, Law 47-2006, Law 252-2008, Law 83-2013, Law 9-2014, Law 97-2014, Law 245-2014, Law 179-2016, Law 202-2018, Law 143-2020, Law 55-2022, Law 56-2022, Law 96-2022, Law 116-2022, Law 114-2024, and Law 211-2024. He has received numerous awards and recognitions for his service to society, including the Jesús T. Piñero Award and the Roberto Clemente Award. He has also been honored by organizations such as the Puerto Rican League Against Cancer, the United Retailers Center, Hogar CREA Inc., the Villa Carolina Recreational and Residents Association, and has been named Legislator of the Year, among others.
