About Senator Sol Higgins - Democratic Representative of Puerto Rico
Sol Yamiz Higgins Cuadrado was born in the municipality of Humacao on September 10, 1976, to Mr. Juan Miguel Higgins Santana and Mrs. Gerardina Cuadrado Sánchez, and from whose marriage she is the youngest daughter of three sisters.
He completed his primary studies at the San Benito Catholic School in Humacao and then obtained his Four-Year Higher School Diploma at the San Antonio Abad School in said municipality. Later, he continued his university studies at the Metropolitan Campus of the Inter-American University of Puerto Rico where he completed his Bachelor’s Degree in Business Administration with a concentration in the area of Marketing.
In 2003, he began his career in public service at the PR Youth Affairs Office, which was directed by Dr. David Bernier Rivera. In 2004, she directed the Youth Area of the Southeast Consortium in the municipality of Humacao and in 2005, she rose to the position of director of said Consortium, managing it until 2011; who becomes Special Assistant to Mayor Marcelo Trujillo Panisse, in that year, he was commissioned to operate the Jorge Franceschi Diagnostic and Treatment Center of the Autonomous Municipality of Humacao until 2020.
Apart from public service, Sol Yamiz Higgins Cuadrado wanted to contribute to improving the quality of life of Humacaeños from another perspective, which is why she decided to run through the candidacy for Representative of District No. 35 by the Popular Democratic Party, however, in the general election of November 6, 2016, she was not elected. However, in her desire to serve her fellow citizens from that position, she did not give up and ran again for said elective position, being elected the first woman Representative of said District No. 35. in the general elections of November 3, 2020.
During his first term as Representative of District No. 35 during the four-year period 2021-2024 in the House of Representatives, he chaired the Health Commission, and was a member of the following commissions: Community Impact Commission, Commission for the Development and Supervision of Public Funds, Commission of the Eastern Region, Commission for the Development and Supervision of Public Funds of the Northeast Region, Commission on Women’s Affairs and the Commission on Education, Art and Culture. He worked on legislation of his authorship that addressed critical issues within the health area, such as:
house Bill 1641, which became Law 78-2024 that made amendments to the Puerto Rico Insurance Code in order to establish definitions; ability and obligation to negotiate so that they are grouped either by specialty or subspecialty or by those suppliers who do not have a specialty or subspecialty but who exercise the same practice, to negotiate collectively through your representative, the provisions on the rates, terms and conditions of your contracts with health insurers or health service organizations; that for the purposes of authorized collective bargaining between providers and insurers or health service organizations, Puerto Rico will be considered as a single geographic area;that groups or corporations authorized to negotiate collectively may not exceed forty percent (40%) of the providers for said specialty or subspecialty of health service who practice their profession in Puerto Rico or of those providers who do not have a specialty or subspecialty but who practice the same practice in Puerto Rico; among other matters; house Bill 1424, which became Law 121-2023 that created the “Law for the establishment of a multisectoral, uniform and coordinated stroke management system (“Stroke”) in Puerto Rico”; where public policy is established to address this condition in Puerto Rico. Proud mother of a daughter and a son, to whom she has always dedicated love and time, without undermining her great responsibilities with her constituents as Representative who, in recognition of her work carried out during her First Quadrennium, for the year 2024, re-elected her as Representative of Representative District No. 35 in the 2024 general elections. Currently, within the Twentieth Legislative Assembly, she was appointed as Spokesperson for the Delegation of the Popular Democratic Party in the House of Representatives of both the Health Commission and the Eastern Region Commission.
